POSITION SUMMARY

The Senior Manager, Quality & Compliance plays a critical leadership role in advancing ECRI’s presence and competitiveness in the federal, state, and private sector marketplace. This role combines proposal and grant leadership, business development support, and senior level quality and compliance governance to ensure all submissions are accurate, compliant, consistent, and risk mitigated.

In addition to supporting opportunity identification and proposal development, this role serves as the organization’s functional authority for proposal quality assurance and government compliance, proactively preparing internal teams to respond to evolving regulatory and contractual requirements. The Senior Manager partners closely with leadership and cross functional stakeholders to protect ECRI’s reputation, support sustainable growth, and strengthen audit readiness.

Deep knowledge of the healthcare industry, Government contracting, and particularly patient safety, healthcare quality, technology assessment, and public health—is essential.

Essential Functions:

Serve as the enterprise authority for proposal compliance and quality assurance, ensuring all submissions meet federal, state, and client specific regulatory and contractual requirements.

 

Own proposal compliance strategy and execution, leading compliance readiness reviews, risk assessments, and final approvals of certifications, attestations, corporate representations, and regulated content.

 

Interpret and operationalize evolving government regulations, including FAR, DFARS, and NAICS requirements, and establish guidance to ensure consistent application across opportunities and contracts.

 

Define, implement, and continuously improve proposal QA standards, compliance matrices, and final review protocols to ensure audit ready, defensible submissions.

 

Function as the principal advisor on proposal related compliance risks and quality considerations, providing expert guidance to proposal staff.

 

Set enterprise level expectations for proposal quality and compliance performance, providing functional leadership without direct personnel management unless otherwise assigned.

 

Lead cross functional collaboration with Legal, Finance, Contracts, HR, Compliance, Quality, Security, IT, and Data Privacy to validate organizational representations, approvals, and regulatory readiness.

 

Provide lead oversight and hands on participation in opportunity identification and proposal development, ensuring compliant, competitive responses to RFXs across public and private sectors

 

Contribute to proposal development by shaping key messages, supporting presentations, and assisting with responses to client questions and concerns.

 

Direct the compliance review and approval of opportunities, contracts, teaming agreements, and NDAs in partnership with Legal and Contracts leadership.

 

Oversee final budget compliance reviews with Finance to ensure alignment with government approved pricing and solicitation requirements.

 

Represent the organization in addressing client compliance inquiries and audit related questions with authority and consistency.

 

Collaborate and assist with market and client research to support strategic opportunity identification supporting organizational growth goals.
