Overview
A leading property and casualty (P&C) insurer is seeking a Senior Managing Counsel to support its regulatory and legislative strategy, with a primary focus on California. This business-facing role involves close collaboration with internal stakeholders to guide the organization's response to an evolving regulatory environment. The position operates at the intersection of insurance regulation, business strategy, and public policy, requiring engagement with regulators and policymakers driven by internal business priorities.
Responsibilities
Partner with business leaders to develop and execute regulatory and legislative strategies aligned with organizational objectives
Monitor and assess insurance regulatory and legislative developments affecting operations
Translate regulatory changes into actionable guidance for internal stakeholders and leadership
Support the development of policy positions and external messaging tied to business strategy
Engage with regulators, legislators, and industry bodies such as the Department of Insurance (DOI), National Association of Insurance Commissioners (NAIC), and National Conference of Insurance Legislators (NCOIL) to advance company priorities
Build and maintain relationships with policymakers, trade associations, and external partners
Collaborate cross-functionally with legal, compliance, underwriting, and broader business teams
Requirements
Juris Doctor degree required; California Bar admission strongly preferred
Approximately 8 to 15+ years of experience in government affairs, insurance regulatory matters, or public policy
Experience in property and casualty insurance
Knowledge of P&C insurance regulatory frameworks, including state DOI and NAIC
Proven experience engaging with regulators, legislators, or industry groups
Ability to operate strategically in an externally facing, advocacy-driven role
Background from an insurance carrier, regulator, trade association, or law firm
Compensation & Benefits
Base salary range: $150,000 to $240,000

Remote position; candidates must be based in California or willing to travel within the state
Travel required for in-state regulatory and legislative engagement
