The Principal Program Manager will lead the Operational Informatics Pipeline, overseeing the delivery of complex informatics features and ensuring they meet the standards of the VHA Office of Clinical Informatics.
Responsibilities
- Establish the programmatic infrastructure for the OIP. Replace traditional waterfall reporting with SAFe® metrics, including Flow Efficiency, Velocity, and Predictability
- Conduct enterprise-level risk management, including the development of risk registers, mitigation plans, and impact evaluations for EHR modernization activities
- Drive the 'Agility at Scale' requirement. Facilitate quarterly Program Increments (PI) and ensure all 20+ annual iterations deliver high-value features to OCI stakeholders
- Manage the Firm Fixed Price (FFP) contract structure, ensuring all deliverables meet the Quality Assurance Surveillance Plan (QASP) standards (e.g., <3 grammatical errors, 100% on-time delivery)
Skills
- Master's Degree (or Bachelor's + 20 years experience)
- 15+ years in clinical informatics program management
- Ability to obtain/maintain a VA Public Trust
- Expert mastery of Jira Align and Jira for backlog management and transparency
- Deep expertise in SAFe® Lean-Agile principles and the Continuous Delivery Pipeline (CDP)
- Comprehensive understanding of the VA's EHR transition from CPRS/VistA to Oracle Health
